IT C092/LG/Berlin 47 Dear Mr. President: Your Berlin speech last night seemed to me overly belligerent. Communist overtures for expulsion of occupation garrisons have not been any more violent than our own would have been if Berlin were an enclave in West Germany. The problem of Berlin and Germany clearly requires the intervention of the world authority - - the United Nations. It should instigate a process of disarmament under UN surveillance, rather than the re-armament which is our present policy.
