Dear Mr. President: Kindly allow me to begin by offering my sincerest congratulations and very best wishes on your assuming the Presidency of the United States. As the representative of His Holiness the Dalai Lama and the Tibetan people in exile, I would consider it a great privilege and opportunity if you would gra- ciously grant me an audience. I wish to convey to Your Excellency the tremendous respect and faith we have in the people and institutions of the United States. The present plight of the Tibetan people, both at home and outside, is little understood and appreciated these days. Yet, in this seemingly hopeless situation, it was of immense relief and inspiration to hear of your uncompromising concern over human liberty.
