Sir: MS This past weekend I had the pleasure of listening to Mr. Ruckelshaus I of the E.P.A. Prior to his address at a Lincoln Day Dinner, here in Valparaiso, Indiana he spoke to a group of students, faculty and administrators of Valparaiso University. His response to the many questions asked about the E.P.A. program were reflective of one who knows in great depth the responsibility, duties and purposes of the agency. The most sensitive question asked, related to your decision to hold up E.P.A. funds after Congress appropriated certain sums. Ruckelshaus answer was most informative and supportive of your thinking. Everyone present was aware that here was a man of great understanding, of the Office of the President, the Congress and the citizenry. Admist all the negative inputs you get from the citizenry, I thought you should know that I was impressed with Mr. Ruckelshaus and that you should be complimented for having appointed such a man to head E.P.A.
