I was deeply encouraged by your willingness to present to the President a report on Mental Retardation along with your report on Mental Health. I am enclosing some additional names for the President's Committee on Retardation, as I promised to do yesterday. Also I am enclosing a copy of a letter I sent today to Secretary Califano.
