Jones April 19, 1979 Dear Ms. Jones: Thank you for your recent massage concerning the use of nuclear energy. Your support is appreciated and encouraging. As the President noted in his message of April 5, 1979, the recent accident at the Three Mile Island Nuclear Plant has caused us all concern. In response to that accident, the President has established a fully independent Presidential Commission of experts. Because of your interest, we would like to share with you the background information on the people President Carter has appointed to the Commission. The Commission will investigate: 0 the circumstances leading to the accident, and the chain of events as it unfolded; 0 the technical questions which this accident raises concerning the operation of the safety and back-up systems of this plant and design; 0 the nature and adequacy of the response to the accident by all levels of government. In light of these findings the entire set of safety regulations on the use and development of nuclear energy will be reviewed. Until such a review has been completed, it is impossible for us to say what new regulations --- or new enforcement procedures of existing regulations -- will be adopted. I want to assure you that the President understands the concerns which prompted you to write to him and that he is determined to take whatever steps may be necessary to protect the health and safety of our citizens, as well as the environment which we share with other forms of life and which we hold in trust for future generations.
