My dear Mr. President: I read with interest and appreciation your Gettys- burg speech. May I take the liberty in this connection of comment- ing upon what I believe to be a noticable change of sentiment toward the Administration in the last thirty to sixty days. In view of your overwhelming victory and general approbation with which you went into the office I suppose it was natural to anticipate some reaction which could only be in one direction, namely toward criticism. While the failure to have Judge Parker confirmed was unfortunate I think the fight which you made for him together with your attitude toward the criticism of the Farm Board by the Chamber of Commerce, your action in letting it be known what your attitude would be toward the tariff bill if it con- tained certain objectionable provisions, and your statement that you would call a special session of Congress if necessary for the consideration of the Naval Treaty at this time, has all strengthened your position. I think people generally have been in sympathy with you in your differences with certain members of the Senate, but in some quarters a critical attitude had developed. It is in these very quarters I have noticed a favorable reaction as a result of recent events, and I thought perhaps you would like to have it commented upon in connection with what must be comments from many other quarters.
