As you know, the President is in the process of reviewing HEW's proposed draft of a final Regulation. In his review, the President's task will be to make certain that the Regulation meets the spirit and letter of the law in a manner consistent with legis- lative history and the needs of the American people affected by the statute. The President is aware of the benefits of athletics for men and women. He is also keenly aware of the difficulties facing the world of amateur athletics and physical education. C. My Dear Mr. President: I pray that your eyes will read and that your understanding and efforts will benefit everyone. My father died in surgery on an aneurysm November 26, 1974, and he was buried on Thanksgiving Day. My earliest recollection, (I was surely only able to stand and could not yet walk), of my father is a scene in which he placed me on a piece of house furniture, held out his arms to me, and said, laughingly, "jump!" Jump into his arms, indeed I did, laughing and cooing in exhilaration and wonderment at flight and safe landing into my laughing father's arms. It was only the beginning of my athletic interests, President Ford. And my father encouraged me in all of those endeavors. I played high school interscholastic varsity girls' basketball three years in high school with both my parents never missing a game. I played AAU basketball and softball - my father was always trying to get to see me play, though I had moved far away. This summer I received my latest athletic award with a victory in a championship golf flight. My father was so proud. President Ford, my father was so young, 63, and we did not know that we would feel the loss so deeply. I, particularly, want so much to do something in my wonderful father's name. So I thought I'd write to you in his name. Today I have my PhD and head the Physical Education Department at Newcomb College of Tulane University, where I also coach the women's tennis team. I have also taught at the University of Illinois, University of Kentucky, Southern Methodist University, University of Wisconsin, University of Arkansas, Univer- sity of West Florida, and now, Newcomb. In every instance women's sports programs budgets were either non-existent or a token amount. I have attempted to receive support here, but our men are opposed. I and others like me worked over-time and voluntarily to have programs over the years. GERALD FORD (IBRAR) The President February 19, 1975 Page 2. So many men today seem to think women were against sports programs for 30 years. The truth is that they were conducted, but no one knew because any publicity was, and is, thought to be "non-saleable paper items." That's just not true. President Ford, please, please know women love to compete, too. When Title IX comes to your desk, "without exemptions," please endorse it. I ask, in my father's name. Thank you.
