We agree that the deficit must come down. On behalf of CAGW's 350,000 members, we believe that in fairness to the American taxpayer, government waste must come down first. The enclosed material demonstrates that the $60 billion deficit reduction target which some participants in the summit have cited for fiscal year 1991 can be met without a tax increase. The proposals come from numerous sources, and are just examples of the waste-cutting possibilities. As CAGW uncovers new evidence of waste, we will update participants in the budget summit over the course of the negotiations. In the enclosed full-page Washington Post advertisement, CAGW called for the establishment of a bipartisan council of private sector and public investigative leaders. We urge you to consider the use of such a council to assist your budget negotiations. Such a bipartisan group would provide an objective evaluation of the waste-cutting potential of various recommendations.
