I was talking to Ken Lay this morning and he was asking me
questions about his proposal for the Presidential Library
and Museum in Houston (University of Houston campus area).
As you and I discussed the other day about Michael Halbouty,
he told me that it was going to be located on the Texas A&M
campus, and he and Bill McKinsey, Preston Garron, et al,
are in the process of raising 80 to 100 million dollars because
they think there is an understanding that they've got it
in the bag. I know you've got a thousand things on your
minds at the present time, but I would like to express some
of my thoughts and concerns on this matter.
Several months ago when you and I were talking, my impression
was that this library/museum was on the bottom of your priority
list, and that it would be something that we would look at
well into your second Presidential term, so to speak. My
thoughts are not to even debate the site location now, but
to be concerned about timing. I think this project should
be considered sometime during the latter part of 1993 so
that during the 1990-91 Presidential campaign, Halbouty,
et al, are not running around the country raising money for
the library and museum, when we should be raising money for
the campaign. Knowing Aggies (and Halbouty) they would be
out in front and noisy on this project. Ken Lay agreed with
me that everybody would love to have the location on their
campus, but thinks (like me and George W.) that it is extremely
pertinent that it not be done for the next 4+ years. I guess
my closing scenario is that everyone should be halted on
thinking about the location site and firmly not be allowed
any fundraising until the location has been approved and
you think it is time to proceed. It should be made clear
to Halbouty not to take it upon himself to do things that
shouldn't be done now.
To put all of the above into one sentence, this project should
be put totally on hold until officially cleared through you
or by you. From a fundraiser stand point, George, this would
be a great challenge and I assure you it can be funded in
a very short time. To me, this is an ideal fundraising
project, and can be done at any time without involving you
in the fundraising effort.
Sorry to make this so long and not trying to put another
load on you. Please give me a call and I will abide with
whatever decision you go with.
