Dear Mr. Murphy: As per our telephone conversation on August 20, 1980, I am requesting a meeting as soon as possible with President Carter. As I pointed out to you in our conversa- tion the HR-7542 supplemental bill sponsored by Senators Javits and Moynihan expires at the end of September. The loan offer by FEMA to the State of New York is completely unacceptable and not a timely solution to our immediate problems. We need the $15 million given to the State of New York in a grant form to be paid back by the attorney general's lawsuit against Hooker. I am looking forward to your positive responce.
