Dear President Carter: We wish you well and Godspeed as you go about the many heavy responsibilities of your office. You will recall that beginning in January, 1979, we have spoken with you on several occasions about the need of the new School of Medicine at Morehouse College, for federal support in its efforts to develop into an institution of quality. The School of Medicine is dedicated to training more individuals for careers as primary care physicians, to work in underserved rural areas and our inner cities. Remarkable progress has been made by the School of Medicine in the past two years, under the leadership of President Hugh M. Gloster and Dean Louis W. Sullivan. However, the continued development of the School of Medicine is dependent upon the federal support as we have previously discussed. We are pleased that, as a result of your initiative in January, 1979, Mr. James McIntyre and his staff at the Office of Management and Budget, have proposed a new section (#306) for Title III of the Higher Education Act, which would auth- orize the granting of funds to developing postbaccalaureate institutions. The House has already incorporated this new section in H.R. 5192, which has been passed by the House. The Senate Subcommittee on Higher Education, under the Chair of Senator Claiborne Pell has this bill (S.1840, S.1841) currently under consideration. We are writing to request that you and your staff contact Senator Pell and the other members of his subcommittee to indicate to them your strong support for the reauthorization of Title III, and the enactment of Section 306. This legislation is very important for the future operation of Morehouse College and the further development of the School of Medicine at Morehouse College.
