4 GENERAIP FAZ Pass Hu2-5 RE THE WHITE HOUSE WASHINGTON October 29, 1974 Dear Mr. Agase: The President has asked me to express his appreciation for your letter regarding the application of Title IX of the Education Amend- ments of 1972. I have forwarded a copy to Secretary Weinberger for his consideration. Beyond that, however, I want you to know that the President is very much aware of the concern which has been expressed by colleges across the country. Statute provides that the President must sign the final regulations prior to publication. Accordingly, the President will make a careful review of the final proposal. In the meantime, HEW is in the process of analyzing voluminous comments on the proposed regulations. We hope to be able to achieve the requirements dictated by the statute for greater athletic opportunity for all without creating additional problems. Sincerely, Tod R. The way it is currently written it will be the destruction of college athletics and college football as we have known it this past many years. Any legislation that would destroy athletics at our college scene has to be a bad one. There is just no way financially that athletic departments could survive under this kind of a burden. It is commonly known that the football program basically underwrites the costs for all sports, and in most cases is just making it, and many schools not making it. This added burden would set back college athletics and the benefits for the young people involved to a point where they may never recover.
