Dear Mr. President:
I am deeply concerned over our apparent
I intention to agree to the treaty drafted by
the Conference on Security and Cooperation in
Europe, which would have the effect of consoli-
dating and sanctifying the Soviet sphere of in-
fluence in Eastern Europe, with symmetrically
benefiting the West.
I hope and urge that at the very least,
any agreement on CSCE be made contingent on
satisfactory agreements on the mutual and
balanced reduction of forces and on the SALT II
negotiations. We have leverage that we ought
not lightly give away.
